In the Uk we used to have a highwayman (a horse borne robber) a few centuries back, who would leap out in front of coaches, pistols brandished, and shout "Stand and Deliver" before robbing everyone. So a good phrase to describe that old 20th century learning over here is "stand and deliver" - not the least because it robs everyone of opportunity!
